Palmetto Dunes Revised Fine Schedule to Encourage Compliance with a Community-Friendly Approach

The Palmetto Dunes Property Owners Association (PDPOA) has implemented a revised schedule of fines for violations of community regulations, rules and PP&Gs, reflecting a significant shift toward a more balanced, education-first approach to compliance. The updated schedule aims to encourage personal accountability while preserving the peaceful enjoyment and high standards that make Palmetto Dunes such a special place to live, visit, and vacation.

The new structure introduces clearer definitions and categorization of violations, organized into sections such as Road Use, Covenant Violations, Lagoon and Lake Regulations, ARB Compliance, and more. Fines are tiered based on severity and recurrence, with multiple offenses and uncorrected issues resulting in escalating penalties. However, many first-time or minor offenses now begin with a warning or modest fine, allowing residents or guests an opportunity to remedy the issue before more serious consequences apply. All violations will be associated to the unit where the wrongdoer is residing, staying or visiting.

For instance, a renter has forgotten to place the PD yellow pass on their dash. Their vehicle information is recorded along with any unit identifying information. They will receive a warning and will have an opportunity to present the pass to the pass office to have the warning removed. However, if the vehicle neglects to display the pass again, a $100 fine is issued.  More serious offenses—such as unpermitted tree removal or unauthorized event hosting—carry fines of $1,000 to $5,000, reinforcing the importance of preserving community aesthetics and safety.

The revised fine schedule is a product of PDPOA’s efforts to modernize enforcement while improving community relations. It focuses on consistency, clarity, and fairness, ensuring that homeowners, renters, contractors, and visitors are treated equitably. To that end, the PDPOA has emphasized the importance of uniform enforcement, meaning that rules apply equally across all regimes and neighborhoods within Palmetto Dunes.

The updates also help clarify expectations for property use, access, and maintenance. Examples include regulations on wildlife interaction, contractor access, event registration, and prohibitions on lagoons and lakes. Each violation is now linked directly to its corresponding regulation, making the enforcement process more transparent and justifiable.

In addition to revising fines, the PDPOA has retained enforcement tools such as pass restrictions and access revocation for unresolved violations. These actions, however, are framed as a last resort following appropriate notice and opportunity for corrective action. The goal is to encourage voluntary compliance through communication and accountability—not simply to penalize.
