Palmetto Dunes POA Architectural Standards & Guidelines Update

A third-party consultant, members of management, members of the Architectural Review Board (ARB), a group of homeowners and Board members all have undertaken a comprehensive update of the Palmetto Dunes Architectural Guidelines, Contractor Rules and Processes to better reflect the evolving needs and expectations of our community.

These proposed changes are designed to strike the right balance between individual design freedom and the preservation of the overall aesthetic and value of our neighborhoods.

The focus points:

  • Standards sit at the core of the ARB’s responsibilities — clearly defining what is expected and what is allowed.
  • Contractor Rules become a companion document that can be efficiently updated by our General Manager as conditions, materials, and building practices evolve.
  • Submittal requirements and approval procedures transition to administrative processes managed by our trained staff, scaled to the complexity of each project to speed review and reduce frustration.
  • Permitting and fees in a “tiered” structure that is easily understood.
  • Tier 0 – Pre-approved Activity
    An owner may carry out an activity or combination of activities on the Tier 0 list without submitting an application or seeking a PDPOA permit. An owner pays no fees for these activities. You do not need this document for these activities.
  • Tier 1 – Minor Enhancement, Repair or Replacement
    An owner may submit a Tier 1 application for specific minor enhancement, repair and/or replacement activities. For these activities, you must submit an application and pay an application fee. You do not pay a damage deposit. The ARB Manager will review and respond within 5 business days. You do not need this document for these activities unless your application is not approved and you want to know your available options.
  • Tier 2  – Moderate Enhancement, Repair or Replacement
    An owner may submit a Tier 2 application for specific moderate enhancement, repair and/or replacement activities. For these activities, you must submit an application, pay an application fee, and provide a damage deposit. The ARB Manager will review and respond within 5 business days. You do not need this document for these activities unless your application is not approved and you want to know your available options.
  • Tier 3 – Modification
    An owner may submit a Tier 3 application for property modifications or additions that do not change the existing building footprint or elevation. For these activities, you must submit an application, pay an application fee, and provide a damage deposit. The ARB will review the application at the next scheduled meeting, but no later than 60 days from a complete submission. This document provides an overview of the process for getting approval of and completing these projects.
  • Tier 4 – Major Modification, New Build or Re-build
    An owner may submit a Tier 4 application for major modifications or  construction to a property that impact the existing footprint and/or elevation or for a new build or re-build.  For these activities, you must submit an application, pay an application fee, and provide a damage deposit. The ARB will review the application at the next scheduled meeting, but no later than 60 days from a complete submission. This document provides an overview of the process for getting approval of and completing these projects.

This update has been approved by the PDPOA Board for feedback from property owners at the October 29, 2025 Board meeting.
