Short-Term Rental Requirements are Changing: Here’s What You Need to Know in 2023 

The Town of Hilton Head Island is implementing new requirements and regulations for short-term rentals. Beginning January 2023, all short-term rental owners are required to have a permit in addition to a business license to operate within Town limits. Below are some resources and guidelines to assist with the new requirements.

Palmetto Dunes Requirements:

  • Each rental property must be registered with the Palmetto Dunes POA. Registrations are valid from January 1st through December 31st of each year. The registration portal can be accessed here.

  • This is a new system, so unless you have registered after April 1, 2022, a new account must be created. To register, you will need your owner PIN and community code PDPOA.

  • If your property has a unit number, register with the unit number, not the street address.

  • Example: use 123 Ocean Cove, not 25 Ocean Lane #123.

  • If you do not receive an approval or rejection email, please check your junk mail folder. If a rejection is received, you can login and edit your rentals. You do not have to start over again.

Hilton Head Island Requirements:

  • Business License: If you already have a business license, the Town will mail out renewal forms in February as it is due by April 30, 2023. If you do not have a business license, you will need to apply for the 2022 Business License. The application can be accessed here. 

  • Rental Permit: You will receive correspondence from The Town in the next few weeks with your account information and instructions on how and when to apply. More information about the permit can be found here.

  • Site Plan: You will need to upload a site plan with your short-term permit application, only if you own a single-family home. Your site plan can be created with the plan app here.

The Town of Hilton Head Island has a short-term rental FAQ page with additional information about the new guidelines. Permit applications will be accepted by The Town starting January 3, 2023.
