Short-Term Rental Requirements are Changing: Here’s What You Need to Know in 2023 

  • We would like to remind you of the requirements and regulations for short-term rentals on Hilton Head Island. As of January 2023, all short-term rental owners are required to have a permit in addition to a business license to operate within town limits. We have provided some resources and guidelines below to assist you with the new requirements.Town of Hilton Head Island Requirements
    • Business License: Due by April 30th, the business license application can be accessed here.
    • Rental Permit: Due by March 31st, the rental permit application can be accessed here.

    Palmetto Dunes Requirements

    • Each rental property must be registered with the Palmetto Dunes POA.  Registration is not required or permitted for properties located in Shelter Cove or Leamington. Registrations are valid from January 1st through December 31st of each year. The registration portal can be accessed here. When registering, use PDPOA as the community code.

    If you have registered your rental on or after January 1st, 2023, you do not need to register again for 2023. All registrations are due by April 1st.

    Enforcement and Complaint Handling
    We received some clarification on how the Short-Term Rental Ordinance will be enforced and how complaints will be handled. According to Barbara Wooster at the Town of Hilton Head, owners will have the option to submit a complaint to the Town. While the Town ordinance supersedes the POA, there is no reason for owners to change the way they report any nuisance complaints. We encourage you to continue to report any complaints to the Association’s Security Department for a timely response, as we operate 24 hours a day. The Town hotline is merely an additional tool for residents.
